Bush did that for Scooter Libby who got mixed up as a sideline to the
Valerie Plame CIA case. His supporters wanted a full pardon but Bush left
the felony conviction in place and only commuted the prison sentence. This
to me shows great respect for the judicial process and the integrity of the
courts. To me this was justice for this particular defendent.

The pardon process has lits of scope for abuse. In Texas Governers Ma and Pa
Ferguson were known for pardoning every Tom, Dick and Harry. Take care

I beleive that in Texas the governor does not have great pardon power
anymore. I believe the Board of Pardons and Paroles makes the
recommendations for clemency and the gov is more or less bound by these.

Plenty of defendants in capital cases get the death penalty here in Texas
even with good representation. Texas juries tend to be pretty hard on
murderers. True there have been abuses especially with regard to forensic
evidence in Harris County with prosecutors getting the evidence they expect
from the crime labs but this hopefully has been cleaned up recently.. And it
is true that court assigned lawyers are not always the best but even they
must meeet certain requirements to defend capital cases.. But the fact
remains that Texans are not lenient with murderers. Take care

Of course, since the Board is appointed by the governor, there's no reason
to think they won't act on his suggestion.
